How to convince the public to heed the tsunami warnings

The existing tsunami warning systems are focused on how early and accurately the tsunami warning can be issued, however these systems are missing the most important component of how to CONVINCE the public to heed the tsunami warning. The Live Tsunami Warning System concept is based on how human beings would react, respond, and heed the tsunami warning. This system works even with the significant number of people who are ignoring the tsunami warnings, or who don't know anything about the tsunami danger. The best way of convincing the public to heed the tsunami warning is to show the public a live tsunami view image and a live city's tsunami destruction view image transmitted to their smart phones, tablets, TV, immediately. These live view images with warning messages and sound, will cause the public to instinctively react and respond, and they will heed the tsunami warning immediately.

2011 Japan Tsunami Victims

During the 2011 Great East Japan Earthquake event, the tsunami waves overtook villages, towns, and cities. This catastrophe took 19,000 lives, and the preponderance of people were victimized by the Tsunami waves. The stunning fact is that during the 2011 Japan's Earthquake-Tsunami, the majority of the 19,000 casualties were aware of the tsunami warnings prior to the tsunami arrival, yet they still became victims. The Iwate Nipou newspaper reported that 40% of the victims did not evacuate, because they didn't think a tsunami would come in so far, because a tsunami had never come to their house in the past, etc., 19% of the victims were too late to evacuate, 6% of the victims went home after the initial waves, and 4% of the victims were on the way home. A great tsunami event occurs every 80~100 years in this region, and over time, the human nature of underestimation, tsunami ignorance, turnover of generations, chronic false tsunami warnings, etc. have resulted in this staggering apathy.

How The Live Visual Tsunami Warning System Works

The 1st stage of the most economical live visual tsunami warning system is to set up tsunami/earthquake proof stationary towers where the sea, bay, and city would be seen by cameras, and the live view would be transmitted to public's smart phones, tablets, TV, etc. from these towers. These towers would be located at key seashore cities in the region to maintain the live view image communication through out the nation. The 2nd stage of the live visual tsunami warning system is to utilize the drones to capture the live tsunami view and transmit the live view with the warning message to the public's smart phones, tablets, TV, etc. from the drones. Specifically, when an earthquake of a predetermined magnitude or higher is detected (Example: >MG 4), the tsunami seeking drones would be deployed automatically from many predetermined drone stations simultaneously to search for an initial tsunami wave. If the initial tsunami wave is sighted, then the drone flies just ahead of the 1st tsunami wave, and the live initial wave video with text tsunami warning messages and sound would be transmitted to the public's smart phone to warn all the public visually and verbally, beginning with an initial warning sound and vibration. In addition, the initial town/city’s DESTRUCTION video warning messages would be transmitted to the other cities and provide a further urgency to evacuate.
