If the Live Visual Tsunami Warning System had been in place at Ofunato city, the initial live view tsunami warning could have been issued, about 9 minutes prior to the 1st tsunami arrival at the Ofunato city. Therefore, many of the Ofunato City public would have heeded the tsunami warning immediately.
The 1st tsunami arrival time at the Sendai city region was 60-90 minutes after the earthquake. There are many cities near Sendai city, and if you add the casualties from these cities, the number would be over 10,000 people. The 1st tsunami arrival time difference between the Sendai city region and Ofunato city was 20-50 minutes, and the initial live view tsunami warning from Ofunato city could have been issued 29-59 minutes before the 1st tsunami arrival at the Sendai city region. So, the Sendai city area public of 10,000 people, who were victimized, would have had much more time to evacuate.
